Rust on the Del Sol

When I bought my Sol I had wondered why someone put some kind of black adhesive decal over the bottom of the fuel door area and was too afraid to look under it. At the July meet we discovered rust underneath. I am still uncertain how I should take care of it.
If these pictures post (first time ever tryin photobucket) this is one idea I have. Just need opinions on how it might look or if it is possible to do.

The only way to treat a rust cancer (where it has eaten through) if to cut it out and weld in a new patch or panel. Bondo is meant for filling some small dents or wrinkles but has no strength to replace a cancer...especially in the thinner walls of newer vehicles. Learn to weld and grind or find a good body man. I was thinking if it is rusted bad enough that I could have that entire section cut out and replaced with one of these newer style gas door covers. I'm not sure how the stainless steel would look on the car. I think it might look better if they could match the color. Would have to make some kind of new insert to replace the area that is behind the door as it is rusted some as well. Maybe some kind of fiberglass shell to go around the fuel inlet. I think it would be possible to do but just not sure if it would look too out of place. I think it would look allright if annodized to match the paint.
